新國會總質詢預計在過年後的19日正式開議，行政院長張善政今(4)日在行政院會上表示，為了尊重立法院，總質詢期間，各機關首長除因陪同總統接待外賓、重要公務出國、接待重要外賓或其他重大或緊急事務須親自處理外，均應親自出席。
今天是張善政接任閣揆之後，第1次主持行政院會。他首先在院會開始前介紹新任首長，並向所有投身內閣團隊的新、舊夥伴再次表示感謝，期許同仁未來數個月在各自崗位上恪盡本分，務求盡善盡美，並期勉大家共同衝刺到終點線，留下完美身影。
張善政表示，立法院第9屆第1會期即將於農曆春節假期後的2月19日開議，為表示對立法院的尊重，總質詢期間，各機關首長除因陪同總統接待外賓、重要公務出國、接待重要外賓或其他重大或緊急事務須親自處理外，均應親自出席。
他強調，如確因上述事由致無法親自出席時，事前必須向立法院辦妥請假手續。此外，立法院各委員會開始進行相關議案審議時，如涉及主管業務，也請各位首長嚴格要求所屬三級或四級機關首長親自出席備詢。
